RECOMMENDATION:
Recommendation Concerning an Agreement with The Student Conservation Association, Inc., Relating to Summer 2017 Internship Opportunities with the Marine Resources Division - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning an Agreement with The Student Conservation Association, Inc., relating to Summer 2017 Internship Opportunities with the Marine Resources Division:

A. Approve the Agreement with The Student Conservation Association, Inc., (SCA PO-00722669 PO-00722725),  providing for summer 2017 internship opportunities with the Marine Resources Division; and

B. Authorize the County Administrator to execute the Agreement and subsequent documents such as no-cost extensions, subject to Legal review and sign-off, without further action of the Board.

Note:  There is no cost to the County to provide these internship opportunities.
BACKGROUND:
Escambia County Marine Resources Division (MRD) manages a successful intern program, consisting of college students and graduates. Projects and activities provide interns with valuable experience in the fields of marine biology and marine resources management, and many previous interns report high satisfaction for their internships. Although most internships are conducted on a volunteer basis, Marine Resources Division seeks external funding sources to provide interns modest financial compensation.
 
Marine debris, including micro-plastics, pose a serious threat to Escambia County waterways, marine life and tourism. MRD conducts educational and research projects to document and eliminate these threats. MRD proposed a Marine Debris & Micro-Plastics Internship partnership with Student Conservation Association to fund two MRD Interns for the 2017 summer semester. Interns will conduct micro-plastics monitoring at various locations in local waterways, and will work with MRD at public events to increase awareness and reduce marine debris in waterways.
BUDGETARY IMPACT:
No cost to the County associated with this recommendation.

IMPLEMENTATION/COORDINATION:
Marine Resources staff will coordinate with applicable entities to implement the terms of the Agreement.
