RECOMMENDATION:
Recommendation Concerning the Federally-Funded Subaward and Grant Agreement Regarding the Escambia County Acquisition and Demolition Project - Tim Tolbert, CBO, Building Services Department Director

That the Board take the following action concerning the Federally-Funded Subaward and Grant Agreement regarding the Escambia County Acquisition and Demolition Project:

A. Approve the Federally-Funded Subaward and Grant Agreement between Escambia County and the State of Florida, Division of Emergency Management, regarding the Escambia County Acquisition and Demolition Project, providing Escambia County funding in the amount of $721,487.32, through the Federal Flood Mitigation Assistance Grant Program, Project Number FMA-PJ-04-FL-2015-019, for mitigation of repetitive loss properties in Escambia County; and

B. Authorize the Chairman to sign the Agreement.
BACKGROUND:
The State of Florida Division of Emergency Management distributes grants for the mitigation of repetitive losses.  The State issues these funds to counties as subgrant recipients to be used for prevention of repetitive loss.  Escambia County, as a participant in the National Flood Insurance Program ("NFIP"), was qualified and eligible to receive these grant funds for the locations specified under the Agreement.  The grant fund will be administered by a DEM approved third party pursuant to the Agreement.
BUDGETARY IMPACT:
There is no budgetary impact to Escambia County as this DEM Subgrant is federally funded and includes a cost share by each recipient.  Any administration fees are also paid from the funds.
LEGAL CONSIDERATIONS/SIGN-OFF:
This Agreement has been reviewed and approved as to form and legal sufficiency by Bobbie Ellis-Wiggins, Assistant County Attorney.

POLICY/REQUIREMENT FOR BOARD ACTION:
The Board requires its approval of Agreements.
IMPLEMENTATION/COORDINATION:
Upon final approval by the Board and the State, Escambia County Building Services Department will coordinate with the State of Florida and the approved third party administrator regarding the projects.
