RECOMMENDATION:
Recommendation Concerning Entering into an Agreement with the Emerald Coast Utilities Authority for a Property Swap and Waterline Construction - Joy D. Blackmon, P.E., Public Works Department Director

That the Board authorize staff to begin working with the Department of Interior to allow the property transfer of a 50 foot x 150 foot portion of John R. Jones Park to the Emerald Coast Utilities Authority (ECUA) and the construction of 2,200 linear feet of 6-inch diameter waterline as part of the Bellawood Subdivision entrance road at Escambia County's cost (approximately $50,000) in exchange for the entire portion of the ECUA property 60 feet wide along the western property line.

BACKGROUND:
Multiple public meetings were held as a result of the potential opening of a Camden Road Connector related to the development of the Bellawood Subdivision and the rest of the property south of John R Jones Park. Residents were generally not in favor of opening up existing Camden Road from Chemstrand Road to Airway Drive. As a result of those meetings, County staff was directed to allow a temporary connection to Topeka Road, just south of Camden Road, until such time as a formal subdivision connector roadway to 9 Mile Road could be constructed along the westernmost property line of the John R Jones Park. At no time would any construction traffic be allowed to traverse Topeka Road. The County is currently providing a temporary construction access.

To provide this subdivision connector roadway, the county needs 60 feet of right of way along the western property line of the John R Jones Park. The northern 1000 feet of the 1350 feet western property line of the park is owned by ECUA. In exchange for this 60 foot x 1000 foot portion of the ECUA Park property, ECUA will require a 50 foot x 150 foot portion of the park property and construction of a new waterline.

Bill Johnson, ECUA, speaking on behalf of Steve Sorrell, Executive Director, ECUA, confirmed that ECUA would like the County to move forward with the transfer of a 50 foot x 150 foot portion of the county-owned portion of the park adjacent to the ECUA wellhead site, to ECUA. This would require the County, according to the Quit Claim Deed from the Department of the Interior (DOI), to acquire approval from the DOI to transfer this portion of the property.

In addition to the 50 foot x 150 foot property, ECUA will require the County to pay for and install approximately 2,200 linear feet  of 6-inch waterline from the 9 Mile Road existing water main to the Bellawood Subdivision waterline; this work is to be performed at the same time that the subdivision connector roadway from 9 Mile Road to the Bellawood Subdivision is constructed.
