RECOMMENDATION:
Recommendation Concerning a Transportation Regional Incentive Program Application for the Longleaf Drive Roadway Capacity Project - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the Transportation Regional Incentive Program TRIP Application for the Longleaf Drive Roadway Capacity Project:

A. Authorize staff to submit an Application for TRIP funds to the Florida Department of Transportation (FDOT) to request Grant funding for the Right-of-Way Phase for the Longleaf Drive Roadway Capacity Project; and

B. Authorize the Chairman to sign the Application and any other documents related to the request for TRIP funds, subject to Legal review and sign-off, without further action of the Board, if applicable.

BACKGROUND:
The Transportation Regional Incentive Program (TRIP) was created to improve regionally significant transportation facilities in "regional transportation areas". State funds are available throughout Florida to provide incentives for local governments and the private sector to help pay for critically needed projects that benefit regional travel and commerce. FDOT will pay up to 50% of project costs for public transportation facility projects which are selected for funding. Projects must "serve national, statewide, or regional functions and function as part of an integrated regional transportation system." 

The project intends to widen Longleaf Drive from the existing 2-lane cross section to a 4-lane cross section between the project limits of SR 297 (Pine Forest Road) to Kemp Road. The project limits fall within Commission District 1; however, Commission District 3 abuts immediately to the east of Kemp Road.

Following multiple recent discussions with FDOT District 3 Staff about the overall Pinestead-Longleaf Capacity Project, and several issues that have delayed the project schedule, FDOT staff recommends that the County submit a TRIP Application in order to provide a revised, clarified project plan. 

If approved for TRIP funding, a formal TRIP Agreement detailing the project, funding contributions, terms, etc., would be executed between the County and FDOT. Execution of this TRIP Agreement does not bind the County to any additional project phases outside of the Right-of-Way Phase.

The approximate cost estimate for the Right-of-Way Phase is $3,000,000; however, the County has held some preliminary discussions with the Escambia County School District on possible right-of-way partnership for pond sites, and is hopeful that the final cost will be drastically less. Currently in the Florida-Alabama Transportation Planning Organization (FL-AL TPO) Transportation Improvement Program and FDOT 5 Year Work Program, there is $2,029,206 programmed for the Construction Phase for Longleaf Drive, with the intent of the costs being split 50/50 between FDOT and the County. With the 50% local match, the County would be responsible for approximately $1,014,603. The funding for approved TRIP projects is expected to be available in FDOT FY 22.
BUDGETARY IMPACT:
Funds are available in Local Option Sales Tax III (LOST III), Cost Center 210107, Project 08EN0078.

The Application has been reviewed and approved for Legal Sufficiency by Assistant County Attorney, Kristin Hual.

Upon approval, Public Works staff will prepare the package and submit to FDOT District 3, and will then coordinate with FDOT District 3 and TPO staff.
