RECOMMENDATION:
Recommendation Concerning the Escambia County Youth Employment Program - Tonya Gant, Neighborhood & Human Services, Department Director. 

That the Board  take the following action:
 
A. Approve the implementation of the Escambia County Youth Employment Program (ECYEP) to operate for two cycles – a summer cycle to begin June 4, 2017, through August 4, 2017, and a fall cycle to begin October 2, 2017, through December 1, 2017;

B. Approve the program implementation and funding for the Fiscal Year 2016-2017 summer cycle, in the amount of $78,215.20;

C. Approve the program implementation for the fall cycle, which will be funded in the Fiscal Year 2017-2018 Budget; and 

D. Authorize the issuance of all related Purchase Orders associated with the Fiscal Year 2016-2017 summer cycle.

BACKGROUND:
The overall intent of the program is to promote career development while providing on the job paid work experiences in various occupations throughout the departments of the Board of County Commissioners.  Program participants will be able to work up to a maximum of 20 hours per week and will be paid at the state minimum wage rate of $8.10 (excluding temporary staffing service billable rate). One contracted part-time staff, via the temporary labor service contract agreement, will be utilized to assist with conducting pre and post training sessions, work site monitoring and case management services. Program eligibility will be based on the following factors: must be and maintain county residency; provide documentation of school enrollment, if applicable; must have no felony convictions; must pass a criminal background screening, if 18yrs. and older; total family household income must not exceed the 200% Poverty Level Guidelines and program application must be submitted by deadline date. Participants will be required to complete an assessment tool to determine skills and abilities, upfront mandatory job readiness preparatory classes, paid work experience at designated worksites, and a post-employment debriefing session and evaluation which shall culminate with an award ceremony for program completion.

Funding source:  Fund 001, General Fund, Cost Center 130201, and Account Code 53401.
LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney’s Office has reviewed and approved program processes and forms associated with this project.
PERSONNEL:
Neighborhood & Humans Services Program staff will provide oversight of this program.

POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval is required and has been obtained for implementation of this program.
IMPLEMENTATION/COORDINATION:
Neighborhood & Human Services Department will implement this program in coordination with identified county departments.
