RECOMMENDATION:
Recommendation Concerning the Election Systems & Software Sales Order Agreement - David H. Stafford, Supervisor of Elections

That the Board take the following action concerning the Election Systems & Software Sales Order Agreement & terms of Elections System and Software for ExpressVote BMD Terminals, Carrying Cases, and Equipment Operations Training:

A. Find, pursuant to Section 101.293(1)(b), Florida Statutes, that "a single source" is available to the County from which to purchase such compatible voting system equipment meeting the standards for voting systems in Section 101.56062, Florida Statutes, currently used in Escambia County;

B. Approve the Election Systems & Software Sales Order Agreement for the purchase amount of $345,150; and

C. Authorize the Chairman to execute the Agreement.

BACKGROUND:
The multi-year lease for voting equipment to serve voters with disabilities expired in December, 2016. The ExpressVote is the replacement technology to serve voters with disabilities, which is required by federal and state law. This equipment has a touch screen and braille capabilities along with an audio function. Election Systems and Software, currently serves as the certified vendor for Escambia County and is the single, certified source under Section 101.293, Florida Statutes, from which such suitable equipment may be acquired to integrate into the County's existing voting system.

Funds are available in Fund 352,LOST III, Cost Center 110267, Object Code 56401, Project #08PF0028

The document has been reviewed and approved by the County Attorney's office.

POLICY/REQUIREMENT FOR BOARD ACTION:
County ordinance provides for Board approval for sales order agreements for purchasing voting equipment.
IMPLEMENTATION/COORDINATION:
Upon approval by the Board of County Commissioners, purchase orders will be issued by the Office of Purchasing.
