| RECOMMENDATION: |
Recommendation Concerning a Contract Amendment between Escambia County, Florida, and John Davenport Engineering, Inc., for Design Services for Traffic Signal Design for County Road 95A at Old Chemstrand Road and County Road 297A at Kingsfield Road - Joy D. Blackmon, P.E., Public Works Department Director
That the Board approve and authorize the County Administrator to sign the Amendment of Agreement for Professional Consulting Services between Escambia County, Florida, and John Davenport Engineering, Inc., in the amount of $87,780, per the terms and conditions of PD 15-16.091, Design Services for Traffic Signal Design for County Road (CR) 95A at Old Chemstrand Road and County Road (CR) 297A at Kingsfield Road.

| BACKGROUND: |
Meeting in regular session on November 3, 2016, Escambia County entered into an Agreement for Professional Consulting Services with the Consultant for tasks outlined in Escambia County’s Request for Letters of Interest (PD 15-16.091) to provide transportation engineering services for roadway improvements at the intersection of CR 95A and Old Chemstrand Road and at the intersection of CR 297A and Kingsfield Road. The Scope of Services for the Project originally provided for comprehensive traffic signal and roadway design, but during the course of negotiations, the scope was limited to traffic signal design.
Public Works staff, with support from Escambia County School District staff, have agreed to include additional roadway design services for the intersection of CR 297A and Kingsfield Road, previously outlined in the original Scope of Work for the Project. The additional design will provide for turn lane modifications/additions, sidewalk connections, and other pedestrian features. The School District plans to open the new Kingsfield Elementary School along Kingsfield Road in Fall 2018, so the additional design is required to accommodate the anticipated increase in vehicular and pedestrian traffic. |

| This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts. |
| IMPLEMENTATION/COORDINATION: |
| Upon approval and proper filing of this contract amendment, Escambia County Public Works staff will provide a copy of the executed contract to John Davenport Engineering, Inc. Once the Purchase Order is created, Public Works staff will issue a Notice to Proceed to John Davenport Engineering, Inc. |
