RECOMMENDATION:
Recommendation Concerning a Memorandum of Agreement with The University of Florida for Economic and Life Cycle Evaluation of Municipal Solid Waste Management in Escambia County and Assessment of Alternative Solid Waste Approaches to Increase Recycling Rates - Patrick T. Johnson, Waste Services Department Director

That the Board approve and authorize the County Administrator to sign a Memorandum of Agreement between Escambia County and The University of Florida Board of Trustees for Economic and Life Cycle Evaluation of Municipal Solid Waste Management in Escambia County and Assessment of Alternative Solid Waste Approaches to Increase Recycling Rates.

BACKGROUND:
The University of Florida’s Department of Environmental Engineering Sciences (UF) proposes to assist Escambia County’s Waste Services Department by conducting research on the BCC's current municipal solid waste (MSW) management program. UF is presently conducting a large research project (funded by the Hinkley Center for Solid and Hazardous Waste Management) titled Florida Solid Waste Management: State of the State. This larger project aims to conduct an economic and environmental assessment of available waste management strategies. As a result solid waste policy
/decision makers will have a tool to use during decision making related to future solid waste management options. A more detailed description of this study can be found at the project website: http://www.essie.ufl.edu/home/townsend/research/florida-solid-waste-issues/hc16/.

The proposed Agreement between UF and the BCC will leverage the larger project and specifically examine alternative waste strategies for Escambia County. Deliverables from this project will provide information and data which could be used to evaluate the feasibility of waste management strategies in Escambia County to potentially increase the county's recycling rate.
BUDGETARY IMPACT:
Funding for this project is available in Fund 401, Solid Waste Fund, Cost Center 230304, Object Code 53101. 
LEGAL CONSIDERATIONS/SIGN-OFF:
Assistant County Attorney, Kristin Hual has reviewed the Agreement for form and legal sufficiency.  
PERSONNEL:

POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval is required for all agreements with Escambia County. 
IMPLEMENTATION/COORDINATION:
Waste Services Department will provide a copy of the agreement to the project coordinator for the University of Florida.
