RECOMMENDATION:
Recommendation Concerning the Interlocal Agreement between Escambia County and the Santa Rosa Island Authority relating to the Purchase, Operation, and Maintenance of a Palm Tree Trimming Lift on Pensacola Beach - Joy D. Blackmon, P.E., Public Works Department Director 

That the Board take the following action concerning the Interlocal Agreement between Escambia County and the Santa Rosa Island Authority relating to the purchase, operation, and maintenance of a Palm Tree Trimming Lift on Pensacola Beach:

A.  Approve the Interlocal Agreement between Escambia County and the Santa Rosa Island Authority; and

B.  Authorize the Chairman to sign the Interlocal Agreement.

[Funding:  The Office of Management and Budget is preparing a Supplemental Budget Amendment to transfer funds into this project. Capital cost will be paid out of the Portofino Island Improvement Fund (PIIF) and the operating and maintenance cost of the equipment will be under the General Fund]
BACKGROUND:
The Santa Rosa Island Authority (SRIA) has agreed to contribute up to $60,000 to Island Improvement Funds to Escambia County for the purchase of a palm tree trimming lift. 

Escambia County will be responsible for initiating, administering, and concluding the public procurement process for the purchase of the lift, will retain ownership, custody, and control of the lift, and will be responsible for any required maintenance and repair. The lift will be used exclusively for public works projects on Pensacola Beach. 
BUDGETARY IMPACT:
The Office of Management and Budget is preparing a Supplemental Budget Amendment to transfer funds into this project.

Capital cost will be paid out of the Portofino Island Improvement Fund (PIIF) and the operating and maintenance cost of the equipment will be under the General Fund.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin Hual, Assistant County Attorney, has reviewed and signed off on the Interlocal Agreement.
PERSONNEL:
No additional personnel will be required.
POLICY/REQUIREMENT FOR BOARD ACTION:
N/A
IMPLEMENTATION/COORDINATION:
Upon Board approval and execution, a certified copy of the Interlocal Agreement will be provided to SRIA.
