RECOMMENDATION:
Recommendation Concerning Mold Repair at Myrtle Grove Fire Station - Michael D. Weaver, Public Safety Department Director

That the Board provide direction to:

A. Pursue a Memorandum of Agreement with Myrtle Grove Fire Department Inc., and complete the remediation repairs, cleaning and remediation as described. Draft agreement is attached; or

B. Initiate the necessary procedures to construct a new fire station; or

C. Approve any combination of the above or other determined alternatives.
BACKGROUND:
Escambia County has been utilizing the Myrtle Grove Fire Station, located at 7209 Lillian Highway, for fire protection and rescue services. The building belongs to Myrtle Grove Volunteer Fire Department Inc., and was constructed in 1977.

On June 24, 2016, Risk Manager Bob Dye advised that all firefighters should move out of the station until further testing and a remediation plan could be established due to firefighter complaints of illnesses possibly related to mold exposure. The career firefighters were relocated to the Osceola Fire Station and the volunteers were urged to also relocate to any of the surrounding stations.

On July 8, 2016 Escambia County received a Report of Environmental Consulting Services from Professional Service Industries, Inc. The report included recommendations for the repair of water intrusion areas and fungal cleaning/remediation. The company additionally recommended that the fire station should not be inhabited until such repairs, cleaning and remediation could be completed.
BUDGETARY IMPACT:
David Wheeler, Facilities Management Department Director, has received the following quotes and estimates to complete the project:

Exterior envelope (Kennan & Sons) $48,562
Remediation (Service Master) $17,246
Reconstruction Estimate $10,000
Inspection services and clearance letter $1,000
Estimate Total $76,808

The construction of a new fire station is estimated at $2,700,000 to $3,000,000.

Repair funding is available in the Fire Services Fund 143. Funding for a new fire station will need to be determined.
