RECOMMENDATION:
Recommendation Concerning a Site Access Agreement with the State of Florida Department of Environmental Protection to Conduct an Environmental Assessment at 7200 Sparshott Drive - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning the Site Access Agreement for the property located at 7200 Sparshott Drive:

A. Approve the Site Access Agreement with the State of Florida Department of Environmental Protection to allow the Florida Department of Environmental Protection (FDEP), to locate contamination, determine contamination levels and, when necessary, remove and remediate contamination which may be performed by the FDEP and its contractor; and

B. Authorize the Chairman to sign the Agreement and subsequent documents related to the project, subject to Legal review and sign-off.
BACKGROUND:
The Escambia County-owned property located at 7200 Sparshott Drive, Pensacola (32526), is the site of the former Escambia County Klondike Landfill. The Klondike Landfill, FDEP Facility ID # 8732361, operated as a municipal solid waste facility from 1976 to 1982 with possible vehicular service and fueling activities prior to 1976. Records indicate there were two (2) underground storage tanks (UST)  located on site. The tanks were removed in 1980 and it was determined that a release of petroleum fuel had occurred. The site was subsequently entered into a State-funded cleanup program under the Early Detection Initiative (EDI).

In a letter to the County dated 1/6/2017, FDEP stated that funding is currently available from the Petroleum Restoration Program (PRP) to perform a Low-Score Assessment (LSA) to assess the extent of petroleum discharge at the Klondike facility. In order to participate in the program, a Permission to Enter Property (Site Access Agreement) must be executed within 30 days of the date of the letter.
BUDGETARY IMPACT:
There is no budgetary impact associated with this recommendation.

The Site Access Agreement was review and approved as to legal sufficiency by Stephen West, Senior Assistant County Attorney.

IMPLEMENTATION/COORDINATION:
The Brownfields Coordinator along with Department of Natural Resources Management staff will coordinate with applicable parties to implement the terms of the Agreement.
