RECOMMENDATION:
Recommendation Concerning the Interlocal Agreement between the Escambia County Board of County Commissioners and the City of Pensacola Relating to the Fiscal Year 2016-2017 Funding of Pensacola-Escambia County Promotion and Development Commission - Amy Lovoy, Assistant County Administrator

That the Board take the following action regarding the Interlocal Agreement between Escambia County and the City of Pensacola:

A. Rescind the Board's action of October 6, 2016, approving the Interlocal Agreement between Escambia County Board of County Commissioners and the City of Pensacola Relating to the FY 2016-2017 Funding of Pensacola-Escambia County  Promotion and Development Commission, the first quarterly draw in the amount of $137,500, to be paid from the Economic Development Fund (102), Cost Center 360704, for a one-year period, from October 1, 2016, through September 30, 2017; authorizing the Chairman to execute the Interlocal Agreement; and authorizing approval of the necessary Purchase Order;

B. Approve the Interlocal Agreement between the Escambia County Board of County Commissioners and the City of Pensacola relating to the FY 2016-2017 Funding of  the Pensacola-Escambia County Promotion and Development Commission (PEDC), in the amount of $550,000, to be paid from the Economic Development Fund (102), Cost Center 360704, for a one-year period from October 1, 2016 through September 30, 2017;

C. Authorize the Chairman to execute the Interlocal Agreement; and

D. Authorize the approval of the necessary Purchase Order.
BACKGROUND:
Chapter 89-481, Laws of Florida, requires that the fiscal contribution of the City and County be established yearly by Interlocal Agreement. The City and County agree that the County shall contribute $550,000 and the City shall contribute $150,000 to the PEDC for Fiscal Year 2016/2017.

The Interlocal Agreement being rescinded was approved on October 6, 2016, and was based upon Board's direction given on September 20, 2016, to only fund the first quarterly draw of $137,500 in October 2016. The original intent was to amend that Agreement once certain metrics were provided and the full allocation would be approved. The originally-adopted agreement was never fully-executed and will be replaced by the Interlocal Agreement being approved on February 16, 2017, funding PEDC the full tentative Fiscal Year 2016/17 allocation of $550,000.
BUDGETARY IMPACT:
Funds are available in the Fiscal Year 2016/2017 Budget.
LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney has reviewed and approved the Interlocal Agreement.
