Recommendation Concerning Short-Listing of Firms for Design-Build Services for the New Escambia County Correctional Facility - Claudia Simmons, Office of Purchasing, Purchasing Manager

That the Board approve the following firms for short-listing and to move to Stage 2, Request for Proposal, receiving the Design Criteria on Monday, March 20, 2017.

Archer Western Construction/Allstate Construction Joint Venture
W.G. Yates & Sons Construction Company
Whitesell-Green/Caddell Joint Venture

BACKGROUND:

PD 16-17.004, Design-Build Services for the New Escambia County Correctional Facility was advertised in the Pensacola News Journal on Monday, November 7, 2016. Qualifications from five firms were received on Monday, December 19, 2016. The qualification responses were provided to the committee on December 21, 2016. On Thursday, January 20, 2017, one firm withdrew. On Monday, January 23, 2017 and Tuesday, January 24, 2017 interviews were held with the remaining four firms. Committee members evaluated each firm based on the evaluation criteria listed in the solicitation. On Thursday, February 2, 2017 the committee met and voted to forward to the Board of County Commissioners the short-listed firms.

POLICY/REQUIREMENT FOR BOARD ACTION:

This recommendation is in compliance with the Code of Ordinances of Escambia County, Florida, 1999, Chapter 46, Article II, Purchases and Contracts and Florida Statute 287.055, Competitive Consultants Negotiation Act.

IMPLEMENTATION/COORDINATION:

The Office of Purchasing will notify the short-listed firms on Monday, February 20, 2017 per the Summary Schedule of the solicitation.
