RECOMMENDATION:
Recommendation Concerning the State of Florida Department of Transportation Local Agency Program Agreement for Construction of Drainage System Upgrades and Sidewalks Along Old Corry Field Road - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action concerning the State of Florida Department of Transportation Local Agency Program (LAP) Agreement between the Florida Department of Transportation and Escambia County, Florida, for the construction of drainage system upgrades and sidewalks along Old Corry Field Road, between Navy Boulevard (State Road 30) and Jackson Street:

A. Approve the State of Florida Department of Transportation LAP Agreement between the Florida Department of Transportation and Escambia County for the construction of drainage system upgrades and sidewalks along Old Corry Field Road, in the amount of $353,150, which will be reimbursed to the County; and

B. Adopt a Resolution authorizing the Chairman to sign the LAP Agreement.

BACKGROUND:
The purpose of this Agreement is to enter into a Local Agency Program (LAP) Agreement between Escambia County (hereinafter referred to as the County) and the Florida Department of Transportation (hereinafter referred to as the Department and/or FDOT), regarding funding in the amount of $353,150 for the installation of sidewalks and drainage system upgrades along Old Corry Field Road from Navy Boulevard (SR 30) to Jackson Street.

This project was ranked number 2 in the 2017 - 2021 Florida - Alabama Transportation Planning Organization's Bicycle/Pedestrian Project Priorities. It has been programmed for construction in this fiscal year of the FDOT Five-Year Work Program. The County has funded design of the project for $98,538, which is currently underway, and is expected to be complete by Fall 2017.
BUDGETARY IMPACT:
The Department will reimburse the County up to $353,150 for expenses related to the construction of this project. A supplemental budget amendment will be prepared by the Office of Management and Budget to recognize the funding for the LAP Agreement.

Funds are available in Fund 352, "LOST III."
LEGAL CONSIDERATIONS/SIGN-OFF:
Approved as to form and legal sufficiency by Kristin Hual, Assistant County Attorney.
PERSONNEL:
No new personnel will be required.
POLICY/REQUIREMENT FOR BOARD ACTION:
N/A
IMPLEMENTATION/COORDINATION:
Upon approval, County Public Works staff will coordinate with FDOT staff during procurement of construction contracts.
