RECOMMENDATION:
Recommendation Concerning Contract Award for Bristol Park Area of Eleven Mile Creek Stream Restoration and Flood Plain Expansion  - Claudia Simmons, Manager, Office of Purchasing

That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida and Mott MacDonald Florida, LLC, per the terms and conditions of PD 16-17.011, Bristol Park Area of Eleven Mile Creek Stream Restoration and Flood Plain Expansion, for Phase 1, Design, for a lump sum amount of $762,490 and Optional Services for $103,943, for a Phase 1 total of $866,433; and for a Phase 2 Design, not to exceed amount of Basic Services $717,391 and Optional Services for $251,468, for a Phase 2 total of $968,859; with a combined total of $1,835,292, contingent on funding for Phase 2.

BACKGROUND:

The Bristol Park/Bristol Creek area flooded as a result of the April 29-30, 2014 storm event, resulting in a negative impact to the public and private infrastructure, including approximately 160 homes and private properties. This area is located along and within the FEMA flood hazard zone of the 11-Mile Creek Primary tributary. On 12/8/16 the Board of County Commissioners voted to authorize pursing the acquisition of properties listed in grant and pursue property acquisition from other willing owners not listed in the grant and located along the creek, by requesting scope grant amendments.
 
The project will include the acquisition and demolition of residential properties in the Bristol Park area of Cantonment, Florida. The scope of work for PD 16-17.011 includes grant management tasks, development of a stream restoration and flood plain expansion plans utilizing properties, grant application for additional funding, and final design upon completion successful property acquisition.  This project will eliminate historic flooding problems at these locations by acquisition of the property and conversion of the land to deed-restricted open space, allowing flood water to be naturally stored on the property.  A benefit of the project is increased floodplain storage; due to the large number of property owners impacted by the project. 
 
Professional services within the scope of work for PD 16-17.011 are to be divided into separate funding phases.  Phase 1 funds will focus on grant management, property acquisition, demolition, easement acquisition, public involvement, and conceptual plans for stream restoration and flood plain expansion. Phase 1 funding is currently available through the HMGP grant budget and LOST 3 funds. Phase 2 will focus on full design, permitting, and limited construction assistance for stream restoration, water quality, pond rehabilitation, flood plain expansion, and flood stage reduction.  Phase 2 funding is dependent on the success of Phase 1 and successful grant allocation of funds through grant scope amendment, RESTORE allocation, LOST 4 funds, or otherwise through the implementation on Phase 1. The contract intent for PD 16-17.011, is to award and fund the services for Phase 1, and the expected costs for Phase 2 professional services at a not to exceed amount. Phase 2 professional services will be refined and negotiated with Mott MacDonald at a later date, upon successful property acquisition and funding appropriations, and brought back to the board upon successful completion of Phase 1.

Requests for Letters of Interest, PD 16-17.011, Bristol Park Area of Eleven Mile Creek Stream Restoration and Flood Plain Expansion, were publicly noticed in the Pensacola News Journal on Monday, November 07, 2016. In addition to being sent to two hundred thirty three firms directly via the GFS email system. Responses were received from three firms on Tuesday, December 06, 2016. Discussions were held with three firms on Wednesday, January 11, 2017.   The selection committee ranked the firms in the following order:

  1. Mott MacDonald Florida, LLC
  2. Volkert, Inc.
  3. Fabre Engineering, Inc.

Negotiations were held with Mott MacDonald Florida, LLC, on Tuesday, January 24, 2017, Thursday, January 26, 2017 and Tuesday January 31, 2017 resulting with a final negotiated fee for Phase 1, Design, a lump sum amount of $762,490 and Optional Services for $103,943, a Phase 1 total of $866,433; and a Phase 2 Design, not to exceed amount of Basic Services $717,391 and Optional Services for $251,468, a Phase 2 total of $968,859; with a combined total of $1,835,292 contingent on funding for Phase 2.
