RECOMMENDATION:
Recommendation Concerning the Acquisition of Real Property Through the Defense Infrastructure Grant - Joy D. Blackmon, P.E., Public Works Department Director

That the Board take the following action regarding the acquisition of two parcels of real property through the Defense Infrastructure Grant (DIG):

A. Authorize the purchase of the following two parcels of real property;

B. Approve the Contract for Sale and Purchase between Boll Real Estate, LLC, and Escambia County, for real property (approximately 4.9 acres) located off Turnbuckle Trail and Batten Boulevard;

C. Approve the Contract for Sale and Purchase between Charles S. Liberis, individually and as Trustee for Charles S. Liberis Land Trust II under a Trust Agreement dated December 21,1977, and Escambia County, for real property (approximately 8.955 acres) located at 840 Blue Angel Parkway; and 

D. Authorize the County Attorney's Office to prepare and the Chairman or Vice Chairman to execute any documents, subject to Legal review and sign-off, necessary to complete the acquisition of these properties without further action of the Board.

BACKGROUND:
In 2004, the Board began to implement a density reduction program recommended in the Joint Land Use Study (JLUS), through land acquisition, to combat the encroachment of residential and incompatible use on the military mission to Naval Air Station Pensacola (NASP).  This program promotes future flexibility for NASP to adapt training missions to meet future needs.  A primary funding source for these land acquisitions is the Defense Infrastructure Grant (DIG) program administered by Enterprise Florida. The DIG program provides no-match grants to assist meeting Florida's communities needs hosting defense industries, bases, and installations.  Escambia County has participated in this program since 2007.

The subject parcels were two of seventeen parcels targeted in coordination with the Navy to meet the goal of reducing encroachment of residential and incompatible uses within the Airfield Influence Planning District (AIPD) for NASP.
BUDGETARY IMPACT:

Funding for this project is available in Fund 110 Other Grants and Projects, Cost Center 221006 Density Reduction PNS-NAS, Object Code 56101, $25,251; Fund 110 Other Grants and Projects, Cost Center 221015 Density Reduction Area – “A” APZ, Object Code 56101, $374,749
 

LEGAL CONSIDERATIONS/SIGN-OFF:
The County Attorney's office will prepare the closing documents and conduct the closing for the purchase of this property.  The Contract for Sale and Purchase was approved as to form and legal sufficiency by Stephen West, Assistant County Attorney.
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
These actions are consistent with the provisions of Section 46-139 of the Escambia County code of Ordinances.
IMPLEMENTATION/COORDINATION:
Upon board approval, staff will maintain compliance with Section 46-139 of the County Codes.
