1. Call to Order
Chairman Bryant called the meeting to order at 6:05 p.m.
             
2. Invocation
Chairman Bryant asked for a moment of silence.
             
3. Pledge of Allegiance
Chairman Bryant led the pledge of allegiance.
             
4. Board Member Forum
No one had anything for the good of the whole.
             
5. Approval of last months meeting minutes

6. Items for Discussion
             
A. New Library Update
Dr. Bryant, a member of the Library Governance Board, gave a brief report. She stated a meeting was held on February 25, 2019 and it was well attended. Dr. Bryant stated that there was a lot of good public input.
The new D1 Library will be in the Old Wells Fargo bank building on Mobile Highway and will be the first library in District 1.
             
B. Update on Local Traffic Issues
Updated report from David Forte given to committee by Commissioner Bergosh.

C. Committee Member Survey Questions
The committee discussed each question and made modifications to some questions.
Staff will refine the questions and present at next meeting.
Staff gave handout on Impact fees. Horace Jones educated the committee on the history of when Escambia County eliminated impact fees.

D. OLF 8 Update- Commissioner Bergosh
Commissioner Bergosh reported that Navy Federal Credit Union has submitted a new proposal to the County. The proposal changes the acreage NFCU wants from 100 acres to 84 acres, leaving wetlands for preservation. The expected price should be approximately $47,000 per acre. Commissioner Bergosh stated that 1.3 million dollars from Restore monies will be saved by NFCU paying for the master plan. That savings could be put toward ST Engineering for aerospace jobs.
             
7. Public Forum
No comments were made during Public Forum.
Board members were given CD's from information provided by Leslie Mathews. This information was used to do a citizens plan. CD will be retained by Community and Media Relations Department, BCC.
             
8. Schedule of Future Meetings
April 1, 2019 - Review and finalize survey questions.
May 6, 2019, Selecting a firm to do citizen survey.
             
The next NW District 1 Advisory meeting is scheduled for Monday, April 1, 2019 at 6:00 p.m., Beulah Middle School, 6001 W. Nine Mile Rd Pensacola, Florida.
