RECOMMENDATION:
Recommendation Concerning Budget Amendment #093 - Stephan Hall, Budget Manager, Management and Budget Services

That the Board take the following action:

A. Approve Budget Amendment #093, General Fund (001) and Escambia County Restricted Fund (101), in the amount of $102,262, to recognize a reallocation of reserves to salaries to fund personnel and operating expenses associated with establishing an Environmental Technician position to perform water quality monitoring around the Rolling Hills property site; and

B. Approve establishing an Environmental Technician position to perform duties associated with monitoring water quality around the Rolling Hills property site, per Board Action on February 21, 2019. Funding will be approximately $21,519 ($30,347 including benefits), to cover the position through the end of Fiscal Year 2018/2019. The annual funding allocation will be approximately $30,243 ($45,624 with benefits).

Funds are also being reallocated to install two wells, purchase supplies for sampling and analysis, cost to contract lab analytical services, and purchase an electric submersible pump, peristaltic pump, multi-parameter field meter, and a drying oven.
BACKGROUND:
These funds will establish an Environmental Technician position to perform duties associated with monitoring water quality around the Rolling Hills property site per Board Action on February 21, 2019.  This position will monitor 7 surface water sites (22 parameters) and 2 groundwater sites (31 parameters).  Costs are estimated to be $71,915 per year with monthly monitoring which includes the cost of drilling 2 new groundwater wells at $10,000 each.

Capital items being purchased include:
- Electric Submersible Pump - $3,550
- Peristaltic Pump - $1,250
- Multi-Parameter Field Meter - $5,500
- Drying Oven - $2,450
BUDGETARY IMPACT:
This amendment is moving funds in the General Fund (001) from reserves to personnel and operating.  Also, it is moving funds from reserves to capital in the Escambia County Restricted Fund (101).  Both funding reallocations are not increasing total funding levels.

This Budget Amendment creates an Environmental Technician position under the Water Quality Division in the Natural Resources Department.
