RECOMMENDATION:
Recommendation Concerning Contract Award for Escambia County Supervisor of Elections Warehouse Modification - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the Interim County Administrator to sign the Agreement between Escambia County, Florida, and Vision Construction Ent, LLC, per the terms and conditions of PD 18-19.024, Escambia County Supervisor of Elections Warehouse Modification, in the amount of Base Bid $1,412,900, and Alternate Bid #1 $9,679. for a total of $1,422,579.

BACKGROUND:
The acquisition and renovation of the space at 3201 West Navy Boulevard is for the Supervisor of Elections Office.  The Supervisor of Elections Office identified the space at 3201 West Navy Boulevard as a viable option.  The new facility is planned for warehouse operations, which are currently located on Blount Street, behind Facilities Management; to consolidate its records storage, which is currently located in four different county locations; and to provide on-site training space for election workers, which has currently been done in numerous locations around the county.
 
The Board approved the recommendation for the property acquisition on November 2, 2017 from New Dimensions Christian Center for a purchase price of $955,000.

The legal advertisement fo rthis "Invitation to Bid" was advertised in the Pensacola News Journal on January 28, 2019.  A Non-Mandatory Pre-Solicitation Conference was held on February 5, 2019.  Thirteen firms were represented at that meeting.  Bids were received from nine firms on February 22, 2019.  Vision Construction Ent, LLC is the lowest most responsive and responsible bidder.

This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract FORM A: Construction- A/E Designed and Purchase Order.
