RECOMMENDATION:
Recommendation Concerning the USDA Summer Feeding Program in Escambia County - Todd Humble, Library Services Director

That the Board grant approval for the West Florida Public Library System to operate the free United States Department of Agriculture (USDA) summer meal service for children in areas of Escambia County.
BACKGROUND:
The Summer Food Service Program (SFSP) ensures that low-income children continue to receive nutritious meals when school is not in session. This service is offered at no cost to the communities it serves. Escambia County Library Services, in partnership with the 501(c)(3) Feeding the Gulf Coast, provided 2,264 meals to children who otherwise may not have had one during the summer of 2018 at our libraries. This program was operated at the Pensacola Library, Molino Branch Library, and the Century Branch Library along with the Quintette, Carver Park, Wedgewood, Brownsville, and Ebenwood Community Centers.
 
BUDGETARY IMPACT:
No Escambia County funds are used to provide the actual meals.  The meals are funded by the USDA (United States Department of Agriculture) distributed thru Feeding the Gulf Coast. Staff time will be utilized in cooperation with volunteers to insure the meals are only provided to children. All meals are prepackaged and the required USDA training is provided at no charge on site prior to the program being launched.
LEGAL CONSIDERATIONS/SIGN-OFF:
Escambia County legal department has been provided the details of the program.
 
PERSONNEL:
Library Services personnel will run the program. All three sites requested will offer hot lunches Monday thru Friday.
 
POLICY/REQUIREMENT FOR BOARD ACTION:

Because this will be a County operated program, approval of the Board is sought.
 

IMPLEMENTATION/COORDINATION:
Library Services will run the program over the summer of 2019 begining May 28th and ending August 2nd.
