RECOMMENDATION:
Recommendation Concerning Authorization of a Month-to-Month Continuation of the Agreement for Livestock Collection and Boarding Services - Tim Tolbert, Building Official/Department Director

That the Board authorize a month-to-month continuation of the current livestock and boarding Agreement, as permitted by the terms of the current Agreement between Escambia County and Josh Weekley.

BACKGROUND:
On January 21, 2016, Escambia County entered into an Agreement for Livestock Collection and Boarding Services with Josh Weekley. On January 24, 2019, the Agreement expired.  The Agreement provides that in the event that neither party indicates an intention to withdraw from the Agreement at the conclusion of the contract term, the provisions of the contract will be extended for an additional six (6) month period.  It is necessary for Animal Services to utilize this month-to-month extension due to a jurisdictional issue with a recent bid solicitation, which will require the County to re-submit for bid solicitations.

The Animal Control Department is required to respond to calls regarding cruelly treated or stray livestock by collecting and boarding them in an approved and inspected facility. Mr. Weekley is on call on a 24 hour/day basis to respond for the County to pick up livestock from these calls and transport them to his facility for care and boarding until such time as enforcement or other action can be accomplished.

LEGAL CONSIDERATIONS/SIGN-OFF:
The original agreement was prepared by Meredith Crawford, Assistant County Attorney.
PERSONNEL:
The contract administrator id the Division Manager of Animal Control.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval of month-to-month continuation of the livestock officer agreement is required.  
IMPLEMENTATION/COORDINATION:
Upon approval, Josh Weekley will be notified that the County will be continuing his services in accordance with the agreement and Mr. Weekley will be asked to sign an acknowledgement regarding same.
