RECOMMENDATION:
Recommendation Concerning the Purchase of Three 2019 International MV607 SBA LP Horton Ambulances - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board take the following action regarding the purchase of three 2019 International MV607 SBA LP Horton Ambulances:

A. Authorize the County to utilize the Florida Sheriff's Association/Florida Association of Counties and Florida Fire Chief's Association Contract, FSA18-VEF13.0, Specification #03, in accordance with Escambia County, Florida, Code of Ordinances, Chapter 46, Article II, Section 46-44, Application; Exemptions; and Section 46-64, Board approval; and

B. Authorize the issuance of a Purchase Order for the purchase of three 2019 International MV607 SBA LP Horton Ambulances for the Public Safety EMS Department to REV RTC, Inc., d/b/a Hall Mark RTC, in the amount of $909,525, for three units ($303,175 times three units = $909,525), according to the specifications outlined in Specification Number VE 18-19.005.

In an effort to encourage competition from local businesses, and in compliance with Board-adopted policy, this vehicle purchase was advertised on the Escambia County web site for 30 days.  No responses were received from local vendors.

BACKGROUND:
In accordance with Board Policy adopted on September 16, 2013, regarding the posting of pending vehicle and equipment purchases sourced from the State of Florida Contract, Federal Schedules, or other Purchasing Cooperative Contracts sanctioned for use by Escambia County, Florida, Board of County Commissioners to allow for local vendors to make offers that meet or beat the stated purchase price, specification for VE 18-19.005, Public Safety EMS Department Purchase of three 2019 International MV607 SBA LP Horton Ambulances was posted beginning on December 17, 2018, for a period of thirty days.  No bids were received.

The Public Safety EMS Department originally requested a quote from Horton for four ambulances.  During the process of creating the advertisement, the department requested that the quantity be increased to eight units.  A new quote was received and there was no change in the pre-unit price.  Eight units were posted in the solicitation/advertisement on the County web site.  Once the thirty-day period passed, the department requested that the recommendation for purchase be made for just three units.

POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Section 46-44, Application; Exemptions; and Section 46-64 Board approval, and award a Purchase Order.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Purchase Order.
