RECOMMENDATION:
Recommendation Concerning Contract Award for Crockett Street and Crestfield Circle Drainage Improvements, Phase I - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the Interim County Administrator to sign the Agreement between Escambia County, Florida, and Chavers Construction, Inc., per the terms and conditions of PD 18-19.011, Crockett Street and Crestfield Circle Drainage Improvements, Phase I in the amount of $368,236.50.

BACKGROUND:
The project involves the expansion of a regional stormwater pond called Blue Pit located west of Pine Forest Road and south of West Roberts Road in District 5.

Two construction phases will route stormwater from along Crockett Street and West Roberts Road to the Blue Pit pond to alleviate area flooding.
 
Phase 1 includes expanding the regional pond and providing an outfall structure. Phase 1 is expected to be complete 180 days from Notice To Proceed depending on weather and unforeseen conditions.  A Drainage Easement and Temporary Work Easements have been obtained from property owners on the westside of Pine Forest Road for Phase 1.
 
The legal advertisement for this "Invitation to Bid" was advertised in the Pensacola News Journal on January 7, 2019 and January 14, 2019.  A non-mandatory pre-solicitation conference was held on January 22, 2019.  Eight firms were represented at that meeting.  Bids were received from six contractors on February 6, 2019.  Chavers Construction, Inc. is the lowest most responsive and responsible bidder.

PERSONNEL:
All work associated with the recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts.
 
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract, FORM D:  Road/Drainage and Purchase Order.
