RECOMMENDATION:
Recommendation Concerning Supplemental Budget Amendment #088 - Stephan Hall, Budget Manager, Management and Budget Services Department

That the Board adopt the Resolution approving Supplemental Budget Amendment #088, Other Grants and Projects Fund (110), in the amount of $375,533, to recognize proceeds from the State of Florida, Department of Economic Opportunity, and to appropriate these funds to augment existing planning, engineering, and regulatory permitting funds for the Pensacola Bay Living Shoreline Project at Naval Air Station (NAS) Pensacola that has matching funding from the Gulf Coast Ecosystem Council. Funds are to be used for projects that benefit both the local community and the military installation. A minimum match of 30% ($112,660) is required. Matching funds will be provided through the Florida Department of Environmental Protection (FDEP) Grant G0448 from the Gulf Coast Ecosystem Restoration Council that was approved by the Board on April 20, 2017 (Fund 118, CC:222041).
BACKGROUND:
The NAS Pensacola Bay Living Shoreline Project will protect the Command Mission of NAS Pensacola.  The Command Mission of NAS Pensacola is to efficiently deliver the very best Readiness From The Shore by fully supporting the operational and training missions of assigned tenants, enhancing the readiness of the U.S. Navy, its sister armed services and other customers.  The NAS Pensacola Bay Living Shoreline Project will enhance homeland security and resiliency at NAS Pensacola throught the creation of emergent and/or submerged breakwaters demarking the Military Exclusion Zone in Pensacola Bay.  When constructed, the breakwaters will create a physical barrier between the Exclusion Zone and the shore of NAS Pensacola.  The project's dual goals of protecting the Command Mission of NAS Pensacola and improving aquatic habitat and water quality are mutually beneficial for NAS Pensacola and Escambia County.
BUDGETARY IMPACT:
This amendment will increase Fund 110 by $375,533.  A minimum match of 30% ($112,660) is required.  Matching funds will be provided through FDEP Grant G0448 from the Gulf Coast Ecosystem Restoration Council.
