RECOMMENDATION: |
Recommendation Concerning Contract Award for Design Services for Occie (O.C.) Phillips Road Over Brushy Creek Bridge (484029) - Paul Nobles, Purchasing Manager. Office of Purchasing
That the Board approve and authorize the Interim County Administrator to sign the Agreement between Escambia County and American Consulting Engineers of Florida, LLC, per the terms and conditions of PD 17-18.023, Design Services for Occie (O.C.) Phillips Road Over Brushy Creek Bridge (484029), FPN: 430468-1-38-01, Federal No. (FAIN): D317-043-B, for an amount not to exceed $634,175.53.

BACKGROUND: |
The scope of this project will include survey, mapping, design, permitting, geotechnical investigation reporting, and preparation of construction plans and specifications for the replacement of the existing 75’ long timber bridge. O.C. Phillips Road over Brushy Creek Bridge is located in the Walnut Hill community of Escambia County, three miles west of County Road 97A, in District 5. The state plane location coordinates are 30.8330N, 87.5527W. The project limits will extend to the ends of the guardrail or as required for constructing the bridge. After design, LAP funds for construction are expected in Fall 2020.
A Request for Letters of Interest, PD 17-18.023, RLI Design Services for Occie (O.C.) Phillips Road Over Brushy Creek Bridge (484029) FPN: 430468-1-38-01, Federal No. (FAIN): D317-043-B was publicly noticed in the Pensacola News Journal and to 257 known firms on August 21, 2018.
The Selection/Negotiation Committee ranked the firms in the following order:
- American Consulting Engineers of Florida, LLC
- Mott MacDonald
- Kisinger Campo & Associates Corp.
Four negotiation meetings were held resulting in the Final and Best Offer being established on November 6, 2018, with a not to exceed contract amount of $634,175.53. |
