RECOMMENDATION:
Recommendation Concerning the Contract Award for PD 18-19.008, Design Services for the Perdido Key Fire Station Concrete Drive Repairs - Paul Nobles, Purchasing Manager, Office of Purchasing

That the Board approve and authorize the Interim County Administrator to sign the Agreement between Escambia County and Fabre Engineering, Inc. d/b/a Fabre Engineering & Surveying, per the terms and conditions of PD 18-19.008, Design Services for the Perdido Key Fire Station Concrete Drive Repairs, for a lump sum amount of $55,876.

BACKGROUND:
The concrete pavement at the Perdido Key Fire station has experienced distress and portions of the pavement are in poor condition.  The County has solicited the professional services of local engineering firms to analyze the cause of the distress and to develop construction documents for the repairs.

A Request for Letters of Interest, PD 18-19.008, Design Services for the Perdido Key Fire Station Concrete Drive Repair, was publicly noticed in the Pensacola News Journal on November 26, 2018, as well as emailed to 305 known firms.  Responses were received from four firms on December 11, 2018.  The Selection/Negotiation Committee ranked the responding firms in the following order:
  1. Fabre Engineering, Inc. d/b/a Fabre Engineering and Surveying
  2. Kenneth Horne & Associates, Inc.
  3. Municipal Engineering Services, Inc.
  4. Larry M. Jacobs & Associates, Inc.
Fabre Engineering, Inc. d/b/a Fabre Engineering and Surveying provided their initial fee proposal on January 23, 2019.  One negotiation meeting was held and the Final and Best Offer was established with a lump sum fee of $55,876.00.

All work associated with this recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts, and Florida Statute 287.055, Competitive Consultants Negotiation Act.
IMPLEMENTATION/COORDINATION:
The Office of Purchasing will issue the Attorney's Standard Form of Contract, Form G: Consulting Services for Stand-Alone Projects and the Purchase Order.
