Recommendation Concerning Sign Removal on Property located at 3201 Navy Boulevard (Pending Purchase for Supervisor of Elections)

That the Board authorize the removal and retention of the free-standing monument sign by New Dimensions Christian Center, Inc. prior to closing regardless of terms provided in the executed Contract for Sale and Purchase.
BACKGROUND:
On November 2, 2017, the Board authorized the purchase of property at 3201 West Navy Boulevard from New Dimensions Christian Center, Inc. (Seller) for use by the Supervisor of Elections as a warehouse and training facility.  During the intervening period, the Seller has been unwilling or unable to proceed to closing despite numerous attempts to schedule one. The Seller recently represented that it will proceed to closing if it is allowed to remove and retain the large monument sign located on the northeastern portion of the parcel, adjacent to the right-of-way. The Contract for Sale and Purchase does not contain a provision that would allow the Seller to remove and retain the sign. However, the Supervisor of Elections has no need for it.
