RECOMMENDATION:

Recommendation Concerning CareerSource Escarosa (Formerly Workforce Escarosa, Inc.) One-Stop Partner Memorandum of Understanding - Tonya Gant, Neighborhood & Human Services Department Director

That the Board approve and authorize the Chairman to sign the Memorandum of Understanding between Workforce Escarosa, Inc., dba CareerSource Escarosa and Cornerstone Solutions, Inc. - Job Corps Services, a One-Stop Partner, effective July 1, 2017, through June 30, 2018, with automatic renewal for successive one-year terms.

The One-Stop Partner will provide collaborative referrals between partners for appropriate services, activities, and methods to ensure the needs of workers and youth, including individuals with barriers to employment, have access to services through the One-Stop delivery system.

BACKGROUND:

The Workforce Innovation and Opportunity Act (WIOA) Public Law 113-128 requires that the Local Workforce Development Boards, with the agreement of each Chief Elected Official (the Chairman of the Board of County Commissioners), develop and enter into MOUs between the local board and the one-stop partners.

BUDGETARY IMPACT:

N/A

LEGAL CONSIDERATIONS/SIGN-OFF:

The MOU with the One-Stop Partner is made in accordance with the Workforce Innovation and Opportunity (WIOA) Public Law 113-128. Assistant County Attorney Bobbie Ellis-Wiggins has reviewed and approved this request.

POLICY/REQUIREMENT FOR BOARD ACTION:

A Memorandum of Understanding between the local board and a one-stop partner must have approval from the Escambia County Board of County Commissioners.

IMPLEMENTATION/COORDINATION:

Upon approval by the Board of County Commissioners, the MOU shall become effective for the expressed dates prescribed above. CareerSource Escarosa has coordinated with the Department of Neighborhood & Human Services in submission of this request.
