RECOMMENDATION:
Recommendation Concerning the Reallocation of Capital Improvement Program Funds - Joy D. Blackmon, P.E., Public Works Department Director

That the Board approve the reallocation of funds from the Capital Improvement Program as follows:

A. Approve reallocating $1,261,344, from the Highway 297A (Escambia County Road Prison to Muscogee Road), Fund 352, Local Option Sales Tax (LOST) III, Cost Center 210107, Transportation and Drainage (T&D) Project #08EN0105, to the Carver Park East Project, Fund 352, LOST III, Cost Center 210107, Project #13EN2395, which is nearing design completion (the bid package for construction is expected to be submitted before the end of February 2018); and

B. Approve allocating $1,261,344, from the Carver Park East Project to the Highway 297A (from Escambia County Road Prison to Muscogee Road) Project from Local Option Sales Tax IV in Fiscal Year (FY) 2021 ($800K) and in FY 2023 ($2M), to reimburse this project.  Staff requests that the funds be allocated for the Carver Park East Project first, since the Highway 297A drainage improvements will need to connect to the Carver Park East Project's outfall system.

BACKGROUND:
The Carver Park East project includes assessment of the drainage in and around the Carver Park area as well as design of solutions to alleviate flooding. This first phase will accommodate drainage east of County Road (CR) 297A, between Washington Street and Booker Street. The outfall for this project will be a pond located east of Ransom Street. The Carver Area East Project must be completed before construction can begin on the Highway 297A (Escambia County Road Prison to Muscogee) Project, which consists of widening the existing travel lanes to 12' and adding 5' paved shoulders. Drainage improvements may include replacing driveway pipes, some curbing and drainage inlets. Upgrades to the railroad crossing located south of Muscogee Road are also planned.
BUDGETARY IMPACT:
No budgetary impact occurs. Funding is currently available in Fund 352, "Local Option Sales Tax III", Account 210107.

POLICY/REQUIREMENT FOR BOARD ACTION:
Scheduling and prioritization of capital improvement projects is at the discretion of the Board.

Upon Board approval of this request, a budget amendment will be forwarded to the Office of Management and Budget to reallocate the funds to the appropriate project.
