1.   Recommendation Concerning Community Redevelopment Agency Meeting Minutes, February 19, 2015 - Keith Wilkins, Community & Environment Department Director

That the Board accept for filing with the Board's Minutes, the February 19, 2015, Community Redevelopment Agency's (CRA) Meeting Minutes, prepared by Melanie Johnson, CRA Administrative Assistant.

1.   Recommendation Concerning Residential Rehab Grant Program Funding and Lien Agreements – Keith Wilkins, Community & Environment Department Director

That the Board accept the following action concerning the three Residential Rehab Grant Program Funding and Lien Agreements:

A. Approve the following three Residential Rehab Grant Program Funding and Lien Agreements:

1. The Agreements between Escambia County CRA and Derryl D. Kidder, the owner of residential property located at 4 Audusson Avenue, Pensacola, Florida, in the Barrancas Redevelopment District, each in the amount of $2,250, representing an in-kind match through the Barrancas Tax Increment Financing (TIF), Fund 151, Cost Center 220519, Object Code 58301, for electrical rewiring;

2. The Agreements between Escambia County CRA and Lois Merritt, the owner of residential property located at 205 NW Syrcle Dr, Pensacola, Florida, in the Warrington Redevelopment District, each in the amount of $3,475 representing an in-kind match through the Warrington Tax Increment Financing (TIF), Fund 151, Cost Center 220516, Object Code 58301, to install new windows;

3. The Agreements between Escambia County CRA and Velma L Williams, the owner of residential property located at 3409 West Jordan Street, Pensacola, Florida, in the Englewood Redevelopment District, each in the amount of $ 2,590, representing an in-kind match through the Englewood Tax Increment Financing (TIF), Fund 151, Cost Center 220520, Object Code 58301, replace roof;


B. Authorize the Chairman to sign the Funding and Lien Agreements and any related documents necessary to implement the Grant awards.
 
2.   Recommendation Concerning the Cancellation of five Residential Rehab Grant Program Liens - Keith Wilkins, Community & Environment Department Director

That the Board take the following action concerning the cancellation of the Residential Rehab Grant Program Liens:

A. Approve the following cancellation of five Residential Rehab Grant Program Liens, as the Grant recipients have met their Grant requirements:

3.   Recommendation Concerning Commercial Facade, Landscape, and Infrastructure Grant Program Funding and Lien Agreements - Keith Wilkins, Community & Environment Department Director

That the Board ratify the action concerning the Commercial Facade, Landscape, and Infrastructure Grant Program Funding and Lien Agreements:

A. Approve the Commercial Facade Grant Program Funding and Lien Agreements between Escambia County CRA and Dang & Nguyen Enterprise, LLC, the owner of commercial property located at 3201 Mobile Highway, Pensacola, Florida, in the Brownsville Redevelopment District, each in the amount of $5,443 representing an in-kind match through the Brownsville Tax Increment Financing (TIF), Fund 151, Cost Center 220515, Object Code 58301, and/or Neighborhood Enterprise Division (NED) 2009 Community Development Block Grant (CDBG), Fund 129, Cost Center 220435, Object Code 58301, to restoration the architectural features & parking improvements; and

B. Authorize the Chairman to sign the Funding and Lien Agreements and any related documents necessary to implement this Grant award.

 
  IV. Discussion/Information Items
 
1.   Recommendation of CRA Board's support to implement a Title Clearance Program for Low Income Homeowners - Keith Wilkins, Community & Environment Department Director

That the Board review and recommend to implement a Title Clearance Program for Low Income Homeowners who income qualify. The homeowners have not completed probate or otherwise don't have a clear title preventing them access to HUD Housing Rehab Programs and CRA Residential Rehab Grants. This program will not only serve homeowners within the designated CRA areas but other County homeowners that meet the income guidelines.

2.   Recommendation to review and support the branded Logos for the Community Redevelopment Agency (CRA) - Keith Wilkins, Community and Environment Department Director

That the CRA Board review and support the branded logos for the Community Redevelopment Agency (CRA) and the Celebrating Brownsville Festival. These branded logos will be used in conjunction with the approved County official logo on internal printed supplies such as letterheads, envelopes, customer surveys and others as well as marketing and promotional materials. These branded logos will used during special events, workshops, and Grant applications primarily to promote CRA Programs and events.


 
3.   Update status on the designation of the Proposed Atwood CRA.

CRA staff timeline for designating the Proposed Atwood CRA:
1.  CRA will prepare a Board Recommendation for April 23, 2015 Meeting to request to schedule and hold a Public Hearing to adopt a Resolution of the Findings and Necessity
2.  CRA will prepare a second Board Recommendation for May 21, 2015 Meeting to hold the Public Hearing to adopt the Resolution to designate Proposed Atwood as a CRA area

4.   Update Status on the Night Light Project

The Board approved in December 2014 to fund 94 LED Lights for the Night Light pilot program.  As of today, all 94 lights have been installed within the newly designated Ensley CRA.
