RECOMMENDATION:
Recommendation Concerning the Contract Award for SHIP Housing Rehabilitation Services for 4960 Kimberly Drive - Clara Long, Interim Neighborhood & Human Services Department Director

That the Board take the following action concerning the Contract Award for State Housing Initiatives Partnership (SHIP) Housing Rehabilitation Services for 4960 Kimberly Drive:

A. Authorize the County Administrator to sign the SHIP Housing Rehabilitation Services Program Agreement, subject to Legal review and sign-off, between Escambia County, Florida; Mike Motes Builders, LLC, Contractor; and Robert Ruais, Owner; per the terms and conditions of S-R-2020-1, NED SHIP Single Family Housing Repair Project for Robert S Ruais, for a base bid of $42,725,  for rehabilitation of 4690 Kimberly Drive; and

B. Authorize the issuance of a Purchase Order.

BACKGROUND:
An Invitation to Bid for project S-R-2020-1, NED SHIP Single Family Housing Repair Project for Robert S. Ruais at 4690 Kimberly Drive was published in Vendor Registry on October 23, 2019 (Exhibit I), and accessed by 62 firms as well as the Construction Journal and Construction Bid Source. A mandatory pre-solicitation conference was held on November 1, 2019, at the property, which was attended by four firms. Sealed bids were received from three firms on November 8, 2019, with Mike Motes Builders, LLC, being the lowest, most responsive bidder (Exhibit II). The Program Agreement is provided as Exhibit III.

This applicant was referred to the Neighborhood Enterprise Division (NED) by the Environmental Enforcement Division. In the Local Housing Assistance Plan (LHAP), the SHIP housing repair program provides for priority to be given to income eligible special needs households and applicants with code enforcement violations. Repairs for this property will include installation of a new roof, replacement of windows and exterior doors, and assorted exterior repairs to correct code violations.
BUDGETARY IMPACT:
Funds are available in Fund 120/2018 SHIP, Cost Center 370205, $28,900; and Fund 124/Affordable Housing, Cost Center 370290, $13,825. The maximum amount of funding allowed under the SHIP program for housing repairs is $30,000 as specified in the LHAP, so funds in excess of the $30,000 maximum will be provided from the Affordable Housing cost center in order to address all deficiencies as identified in the Notice of Violation.
LEGAL CONSIDERATIONS/SIGN-OFF:
The SHIP Housing Rehabilitation Services Program Agreement is subject to review and sign-off by the County Attorney's Office.
PERSONNEL:
All work associated with this Recommendation was done in-house and no additional staff was required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts. The project and Agreement are in compliance with the SHIP LHAP and the property owner meets all eligibility guidelines for assistance under this program.
IMPLEMENTATION/COORDINATION:
The Neighborhood Enterprise Division will submit the Purchase Order and will have administrative oversight of the project.
