RECOMMENDATION:
Recommendation Concerning the All Electronic Tolling Conversion for the Bob Sikes Toll Plaza - Joy Jones, P.E., Engineering Department Director

That the Board discuss the following items related to the Bob Sikes Toll Plaza and provide direction/approval for each item:

A. Discuss converting the Bob Sikes Toll Plaza to full All Electronic Tolling (AET); and

B. Approve issuing a Purchase Order to DRMP, Inc., on Contract PD 02-03.079 "Professional Services", in the amount of $24,615, for an All Electronic Tolling Signing and Pavement Marking Design.

BACKGROUND:
Meeting in regular session on July 18, 2019, the Board instructed Engineering staff to handle peak weekend traffic through Labor Day 2019, explore paying tolls with app technology, and study the possibility of a third lane south of the Plaza in regards to the Bob Sikes Toll Plaza and surrounding areas. In addition, staff was asked to explore converting the Plaza to an all electronic tolling plaza in early 2020. For the AET task, a committee met and followed the County's abbreviated professional services selection process to redesign the signage and striping along southbound CR 399 from Highway 98 to 300 feet or less, south of the toll plaza.
 
  • The Engineering Department utilizes the Abbreviated Selection Procedure to implement design Contracts for projects under $50,000. The documentation for this selection process is attached. Firms were ranked on November 15, 2019:  1. DRMP, Inc., 2. Atkins North America, Inc., and 3. Mott MacDonald, LLC. Negotiations with DRMP, Inc., were held and finalized by the committee on November 19, 2019.
  • The Board awarded a continuing Contract, Contract PD 02-03.079 "Professional Services as Governed by Florida Statute 287.055", which shall provide for the issuance of individual Task Orders based on specific scopes of work. Task Orders are individually negotiated based on a Fee Schedule and any negotiated services required within the scope of work.
During the process, five firms, American, Atkins, DRMP, HDR and Mott McDonald, were selected for review and ranking.

The signage and striping upgrades would be needed in order to conform to Florida Department of Transportation (FDOT) Turnpike Enterprise (FTE) Guidelines for all electronic (cashless) tolling facilities in the state of Florida.

Staff ranked DRMP, Inc., as their top selection and requested a proposal. Upon receipt, staff reviewed the proposal for completeness, the design numbers of hours needed and their proposed schedule. The proposed Contract for award to DRMP, Inc., totals $24,615. The agreed-upon schedule would be 31 days, starting at the Notice to Proceed (NTP.) With the Board's consensus, staff will solicit for construction as soon as FTE has approved the plans. The goal for construction completion (cashless) is March-April 2020. The funding for this design and construction will come from the Bob Sikes Toll Fund.
BUDGETARY IMPACT:
Funds are available in Fund 167, Bob Sikes Toll Fund, Cost Center 140302 for this project.

PERSONNEL:
No additional personnel are required to complete this project.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
Upon approval, the Engineering Department will submit required paperwork to Purchasing for issuance of a Purchase Order.
