RECOMMENDATION:
Recommendation Concerning the Agreement for Professional Staff Services for Small Quantity Generator Program - Patrick T. Johnson, Waste Services Department Director

That the Board take the following action concerning the Agreement for Professional Staff Services for Small Quantity Generator Program (SQG) by and between the Emerald Coast Regional Council (ECRC) and Escambia County, Florida:

A. Approve the Agreement for Professional Staff Services for Small Quantity Generator Program (SQG); and

B. Authorize the Chairman to sign the Agreement.

BACKGROUND:
Per Florida Statute 403.7225, Local hazardous waste management assessments- “… there is a need for identifying the amount, type, sources, and management of hazardous waste generated by small quantity generators in the state. There is also a need for facilitating responsible waste storage, transportation, volume reduction, recycling treatment, disposal, and the introduction of waste reduction opportunities to small quantity generators of hazardous waste. Responsible management of these wastes is imperative in order to protect the public health, safety, and welfare and the environment”. Escambia County is required to conduct an annual Small Quantity Generator (SQG) Assessment and Verification Report per Florida Statute.
BUDGETARY IMPACT:
Funding for this project is available in Fund 401, Solid Waste Fund; Cost Center 230306, SW Recycling; Object Code 53101, Professional Services.
LEGAL CONSIDERATIONS/SIGN-OFF:
Kristin D. Hual, Senior Asistant County Attorney, has approved the Agreement as to form and legal sufficiency.
PERSONNEL:
Jim Howes, Waste Services Programs Manager will oversee the project for the County.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval is required for all Agreements with Escambia County.
IMPLEMENTATION/COORDINATION:
The Waste Services Department will coordinate with the West Florida Regional Planning Council once the Agreement has been executed.
