| RECOMMENDATION: |
Recommendation Concerning Contract Award for Perdido Landfill Onsite Leachate Treatment Options - Pat Johnson, Director, Waste Services through Paul Nobles, Purchasing Manager, Office of Purchasing
That the Board approve and authorize the County Administrator to sign the Agreement between Escambia County, Florida, and Sterns, Conrad and Schmidt, Consulting Engineers, Inc. (d/b/a SCS Engineers) per the terms and conditions of PD 18-19.094, Perdido Landfill Onsite Leachate Treatment Options for $62,191 for a Feasibility Study and allow the Selection/Negotiation Committee to negotiate and bring to the Board for approval Design Fees based on the results of the Feasibility Study.

| BACKGROUND: |
Requests for Letters of Interest, PD 18-19.094, Perdido Landfill Onsite Leachate Treatment Options were publicly noticed on July 29, 2019, to 126known firms. Responses were received from three firms on August 19, 2019. The Selection/Negotiation Committee ranked in the following order on September 9, 2019:
1. Stearns, Conrad and Schmidt, Consulting Engineers, Inc. (dba SCS Engineers);
2. Innovative Waste Consulting Services, LLC; and
3. Sigma Consulting Group, Inc.
Stearns, Conrad and Schmidt, Consulting Engineers, Inc. (dba SCS Engineers) provided their initial fee proposal on October 9, 2019. The first negotiation meeting was held on October 15, 2019. The second negotiation meeting was held on October 18, 2019. Final and Best Offers were established on October 18, 2019, establishing the fee of $62,191. |
