RECOMMENDATION:

Recommendation Concerning the Transfer of Ownership of Southern Linc Radio Tower Shelter and Associated Equipment at the Escambia County North Site Microwave Tower - John Dosh, Interim Public Safety Department Director

That the Board take the following action concerning a transfer of ownership from Southern Linc to Escambia County, of equipment located at the Escambia County North Site Microwave Tower:

A. Approve and authorize the transfer of ownership; and

B. Authorize the Chairman to sign a transfer letter and any subsequent related documents without further action of the Board.

BACKGROUND:

Southern Linc has submitted a non-renewal of their tenant Lease Agreement at the Escambia County North Site tower, which expires July 24, 2020. Southern Linc is offering transfer of ownership of listed equipment and radio shelter which will be utilized by the Public Safety Emergency Communications Division to replace existing aged shelters. Southern Linc’s annual payment of $18,889.27 will be given a pro rata reduction of $1,574.10 per month ($11,018.00 total) for the duration of the term. The equipment and shelter have a purchase value of $84,000.00 and a current valuation of $24,000.00.

Equipment List:

25 x 12 radio shelter, (1) Kohler 31 KW generator, (1) Kohler transfer switch, (2) Bard 5 ton HVACs with lag controller and (1) 500 gallon propane tank.

BUDGETARY IMPACT:

One time decrease in receipt revenue of $11,018.70.

LEGAL CONSIDERATIONS/SIGN-OFF:

Kristin Hual, Senior Assistant County Attorney, has reviewed the letter and approved it as to form and legal sufficiency.

POLICY/REQUIREMENT FOR BOARD ACTION:

Agreements require approval by the Board of County Commissioners.

IMPLEMENTATION/COORDINATION:

Andrew Hamilton, Escambia County Communications Division Chief, will be responsible to monitor and implement the provisions of the transfer.
