RECOMMENDATION:

Recommendation Concerning an Appointment to the CareerSource Escarosa Board of Directors - Clara Long, Interim Neighborhood & Human Services Department Director

That the Board approve the appointment of Lloyd Reshard to the CareerSource Escarosa Board of Directors, as a private sector business representative, to serve as a replacement for Ms. Sharon Pitts, who resigned from the Board on August 15, 2019. Ms. Pitt's term was scheduled to expire on July 9, 2020; however, CareerSource Escarosa is requesting that Mr. Reshard serve a 3-year term effective immediately, to extend through December 5, 2022. Mr. Reshard was recommended for service on the CareerSource Escarosa Board of Directors by FloridaWest Economic Development Alliance.

BACKGROUND:

The Board of Directors of CareerSource Escarosa serves as the local governing board for workforce development and job training activities as approved by CareerSource Florida and the Florida Department of Economic Opportunity (DEO). State and Federal legislations that govern the Board's activities require that Board membership represent specific community sectors from within the CareerSource Escarosa geographical area. Under the Workforce Innovation and Opportunity Act (WIOA), Public Law 113-128 allows for a 19 member Board of Directors, with 10 of the 19 CareerSource Escarosa Board members must be from the private sector. The appointment of Mr. Reshard will comply with WIOA requirements as well as the CareerSource Escarosa bylaws.

LEGAL CONSIDERATIONS/SIGN-OFF:

Appointments and reappointments to the CareerSource Escarosa Board of Directors are made in accordance with State and Federal legislation and the CareerSource Escarosa bylaws.

PERSONNEL:

N/A

POLICY/REQUIREMENT FOR BOARD ACTION:

All Escambia County appointments and reappointments to this Board of Directors must have approval from the Escambia County Board of County Commissioners.

IMPLEMENTATION/COORDINATION:

Upon approval by the Board of County Commissioners, the appointment of Mr. Lloyd Rehard shall become effective for the term described above. CareerSource Escarosa has coordinated with the Department of Neighborhood & Human Services in submission of this request.
