RECOMMENDATION:
Recommendation Concerning Funding for Perdido Key Beach Access #4 Located at 16477 Perdido Key Drive - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning funding for Perdido Key beach access #4 located at 16477 Perdido Key Drive:

A. Authorize staff to proceed with procurement of a contractor to initiate site preparation work to include removal of existing asphalt and debris, red clay, and replacement with beach-quality sand; 

B. Identify a funding source, in the amount of $228,208, in support of this project phase; and

C. Authorize the execution of a Budget Amendment in support of this project with the approved funding source.
BACKGROUND:
At its February 13, 2020, Committee of the Whole meeting, the Board discussed the status and potential funding options for beach access #4, located at 16477 Perdido Key Drive. Although a funding option was not settled, direction was provided to staff to move forward with a recommendation to the next Board of County Commissioners meeting to proceed with general site preparation including the removal of existing improvements, debris, and red clay from the site and replace with beach-quality sand.
BUDGETARY IMPACT:
Based on the engineer's estimate of probable cost, the site preparation is anticipated to cost $228,208. This estimate includes up to $80,600 to address possible red clay removal.

The full cost to develop the site, based on the approved site plan, is $402,509, including red clay contingencies.
LEGAL CONSIDERATIONS/SIGN-OFF:
No legal consideration associated with this Recommendation.
PERSONNEL:
Department of Natural Resources Management Staff will manage this project.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the provision of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
Natural Resources Management staff will coordinate with Public Works to determine if cost savings may be achieved through utilizitation of in-house resources to perform the site preparation activities.
