RECOMMENDATION:
Recommendation Concerning the  Amendment of Agreement for Re-Solicit Operator for Paratransit Services.

That the Board take the following action:
 
A.     Rescind the previous Board action of December 15, 2019, to approve and authorize the County Administrator to execute the Amendment of Agreement for PD 16-17.068, Re-Solicit Operator for Paratransit Services, between Escambia County, Florida and Innovative Transport and Logistics Solutions, LLC in the amount of $200,000 for year three of the original Agreement in order to offset the increase in vehicle insurance costs to be paid in monthly reimbursements retroactive to October 1, 2019; and
 
B.     Approve and authorize the Chairman to execute the Amendment to Agreement for Paratransit Transportation Services (PD 16-17.068) between Escambia County, Florida and Innovative Transport and Logistics Solutions, LLC to increase the contract amount by $200,000 for year three of the original Agreement in order to offset the increase in vehicle insurance costs to be paid in monthly reimbursements effective October 1, 2019.

BACKGROUND:
On August 17, 2017, the Board approved an Agreement for Paratransit Transportation Services between Escambia County, Florida and Innovative Transport and Logistics (ITL) Solutions, LLC, per the terms and conditions of PD 16-17.068, Re-Solicit Operator for Paratransit Services. Compensation was approved on a per trip basis exclusive of the fuel costs but inclusive of any and all direct and indirect costs incurred to perform the required services. 

On December 14, 2017, the County also entered into a Lease Agreement for paratransit vehicles with ITL Solutions, LLC. Under the terms of each Agreement, ITL is required to purchase and maintain liability insurance coverage. The County must be a certificate holder and endorsed as an additional insured on all liability insurance policies maintained by ITL.

On October 1, 2019, ITL notified the Mass Transit Department of a substantial increase in the insurance premium cost to insure the paratransit vehicles that are leased to ITL. County staff and Mr. Griffin of ITL met on several occasions to discuss a resolution.

On October 15, 2019, ITL's insurance broker provided documentation of the cost to renew the required levels of coverage. While the premium rate in 2018 was $227,205.75, the 2019 premium cost was quoted at $715,330.86, an increase of $488,125.11 since the previous year. 

On November 18, 2019, the Board directed County staff to address the insurance issue on the next Board meeting agenda. ITL has requested the County increase the contract amount by $200,000 for year three of the Agreement for Paratransit Transportation Services in order to offset the increase in vehicle insurance costs to be paid in monthly reimbursements effective October 1, 2019.
