RECOMMENDATION:
Recommendation Concerning the Master Plan Solicitation for Midtown Commerce Park, Iron Triangle, and McDonald Shopping Center Properties - J. Taylor “Chips” Kirschenfeld, Director, Department of Natural Resources Management 

That the Board take the following action concerning the Master Plan Solicitation for Midtown Commerce Park, Iron Triangle, and McDonalds Shopping Center properties:

A. Approve the Scope of Work for the Master Plan Solicitation for the Midtown Commerce Park, Iron Triangle, and McDonald Shopping Center properties; and 

B. Authorize staff to proceed with the solicitation for Request for Qualifications (RFQ).

[Funding is available in Fund 352, Cost Center 220102, NESD Capital Project 15NE3403, Palafox Commerce Park; Fund 102, Cost Center 360704, Economic Development Operating; and Fund 001, Cost Center 141002, McDonald Property Leases]

BACKGROUND:
Escambia County currently owns the Midtown Commerce Park property (former Escambia Treating Company Superfund Site) and the McDonald Shopping Center property. The Iron Triangle property will likely become County-owned property in the near future after the U.S. Environmental Protection Agency (USEPA) completes contaminated sediment remediation. The Midtown Commerce Park and Iron Triangle properties are located within the Palafox Community Redevelopment Area (CRA), and the McDonald Shopping Center property is located within the Englewood CRA. This project will provide funding for master planning services to balance the highest and best economic uses of the properties with the needs of the County and region to create a plan for sustainable and resilient development with a plan for implementation.
BUDGETARY IMPACT:
Funding is available in Fund 352, Cost Center 220102, NESD Capital Project 15NE3403, Palafox Commerce Park; Fund 102, Cost Center 360704, Economic Development Operating; and Fund 001, Cost Center 141002, McDonald Property Leases.
LEGAL CONSIDERATIONS/SIGN-OFF:
There is no legal action associated with this Recommendation.
PERSONNEL:
No additional impact to personnel with the Recommendation.
POLICY/REQUIREMENT FOR BOARD ACTION:
Code of Ordinances of Escambia County, Florida 1999, Chapter 46, Finance, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
Department of Natural Resources Management staff will coordinate with the Development Services Department, the Neighborhood & Human Services Department, the Community Redevelopment Agency, and the Purchasing Office to develop and advertise the solicitation.
