RECOMMENDATION:
Recommendation Concerning the CareerSource Escarosa Local Workforce Development Board Services Plan - Clara Long, Interim Neighborhood & Human Services Department Director

That the Board take the following action concerning Workforce Escarosa, Inc. dba CareerSource Escarosa's Four Year Local Plan:

A. Approve the CareerSource Escarosa Local Workforce Development Board comprehensive Four Year Local Plan as submitted; and

B. Authorize  the Chairman to sign the CareerSource Escarosa Local Workforce Development Board Four Year Local Plan. As required by the Workforce Innovation and Opportunity Act (WIOA), all area Workforce Boards are required to submit a Local Workforce Development Area (LWDA) Plan to the state.
BACKGROUND:
In July of 2014, President Obama signed into law the Workforce Innovation and Opportunity Act (WOIA) which replaced the Workforce Investment Act of 1998. Under WIOA, States and local workforce development boards are required to submit a Services Plan addressing how career services will be delivered as required by federal law. The plan addresses the administrative and fiscal entity for the local area and includes the Interlocal Agreements with Escambia and Santa Rosa Counties and the CareerSource Escarosa By-Laws. The plan also details involvement of local elected officials; Escarosa Board of Directors; community organizations; economic development; education; vocational rehabilitation and other related organizations that will be involved in the process. On December 6, 2019, a draft of the WIOA Plan was made available for comments for a period of 30 days to our Chief Elected Officials (Escambia and Santa Rosa Counties), CareerSource Escarosa Board of Directors, and the public for initial review. The Board shall be responsible for the approval of the Services Plan as prepared every two to five years as required by United States Department of Labor (USDOL), or Department of Economic Opportunity (DEO). CareerSource Escarosa shall be responsible for any notifications of changes or modifications necessary to keep the plan current to the County Commissioners, as required for information.

Local plans must address how Local Workforce Development Boards (LWDB) foster strategic alignment, improve service integration and ensure the workforce system is industry-relevant, responding to the economic needs of the local workforce development area and matching employers with skilled workers.
BUDGETARY IMPACT:
There is  no budgetary impact for this action.
LEGAL CONSIDERATIONS/SIGN-OFF:
CareerSource Escarosa Local Workforce Development Board 4-Year Plan has been reviewed and approved as to form and legal sufficiency by Kia M. Johnson, Assistant County Attorney.
PERSONNEL:
There is no additional personnel needed to implement this process.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board is required to review for approval the LWDB 4-year Plan before submittal to the Department of Economic Opportunity (DEO).
IMPLEMENTATION/COORDINATION:
Upon approval by the Board, the plan shall be submitted to DEO by Monday, March 16, 2020. Neighborhood & Human Services staff has coordinated with CareerSource Escarosa in submission of this request.
