RECOMMENDATION:
Recommendation Concerning the Issuance of a Purchase Order to Environmental Specialties International, Inc., for Waste Services High Density Polyethylene Line Repair and Maintenance - Patrick T. Johnson, Waste Services Department Director

That the Board authorize the County Administrator to sign a Purchase Order to Environmental Specialties International, Inc., for Waste Services High Density Polyethylene (HDPE) Line Repair and Maintenance, in the amount of $55,000, per the terms and conditions of the Waste Services HDPE Line Repair and Maintenance Request for Quotations.

This request for quotations was emailed to 34 registrants in Vendor Registry, on January 6, /2020, representing 20 firms. 13 firms opened and viewed the request for quotations. At closing on January 16, 2020, 3:00 p.m., 3 quotations had been received.

BACKGROUND:
Beginning Third Quarter 2019, the U.S. Environmental Protection Agency (EPA) implemented new landfill gas (LFG) rules requiring all penetrations to the landfill cover be monitored for landfill gas surface emissions. The Perdido Landfill monitors and maintains 100 gas extraction wells, all of which penetrate the landfill cover and must be monitored accordingly. Upon emission exceedances, measures must be implemented within a predetermined schedule to adequately comply with the new rules. The fabrication and installation of high density polyethylene (HDPE) has been successful sealing penetrations.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
Waste Services Department will coordinate with the Office of Purchasing to request the issuance of the Purchase Order.
