RECOMMENDATION:
Recommendation Concerning Rescinding Board Action of January 23, 2020, Relating to the Removal of the Sunken Shrimp Boat "Bay Tiger" in Pensacola Bay - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board rescind its action of January 23, 2020 (CAR II-6), authorizing the issuance of a Purchase Order to Hondo Enterprises, Inc., of DeFuniak Springs, Florida, in the amount of $49,000, for the removal of the 39-foot shrimp boat "Bay Tiger" that sank in Pensacola Bay on December 9, 2019.
BACKGROUND:
On December 9, 2019, the shrimp boat “Bay Tiger” sank in Pensacola Bay. Florida Fish and Wildlife Conservation Commission (FWC) Law Enforcement identified and cited the owner under section 823.11, F.S. The vessel was not removed within the allowed 21-day period by the owner. FWC Law Enforcement then issued a Letter of Authorization on January 3, 2020, to Escambia County Marine Resources Division (MRD) for the removal and disposal of this derelict vessel. On December 19, 2019, MRD issued a Request for Price Quotes and received five quotes from vendors for the removal of this vessel.  The lowest price quote was for $49,000 from Hondo Enterprises Inc., of DeFuniak Springs, Florida. Hondo Enterprises failed to provide the required insurance documentation in a timely manner. As such, the vendor with the second lowest quote was consulted, but has declined. FWC has advised MRD the remaining quotes (number 3-5) are too high, and advised Escambia County to conduct another solicitation. Escambia County will work with Purchasing to re-bid the project in an attempt to find a qualified contractor to remove the vessel at a reasonable cost.

No budgetary impact associated with the Recommendation.

No legal consideration associated with the Recommendation.
PERSONNEL:
No further impact to personnel.
POLICY/REQUIREMENT FOR BOARD ACTION:
Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II, Purchases and Contracts.
IMPLEMENTATION/COORDINATION:
Marine Resources Division under the Department of Natural Resources Management will work with Purchasing to re-bid the project to find a qualified contractor to remove the vessel at a resonable cost.
