RECOMMENDATION:

Recommendation Concerning the Approval of the Interlocal Agreement Between the Escambia County Sheriff’s Office and Escambia County Public Safety First Responders - John Dosh, Interim Public Safety Department Director

That the Board take the following action concerning the Interlocal Agreement between the Escambia County Sheriff’s Office and Escambia County Public Safety First Responders:

A. Approve the Interlocal Agreement with the Escambia County Sheriff’s Office for one year commencing the effective date upon filing with the Clerk of the Circuit Court of Escambia County, Florida, and automatically renewing for successive 12-month terms beginning on January 1st of each calendar year until terminated by either party; and

B. Authorize the Chairman to sign the Agreement.

BACKGROUND:

In response to communication system failures experienced during the Marjory Stoneman Douglas High School shooting and the subsequent recommendation of the Marjory Stoneman Douglas High School Public Safety Commission, Florida Statue Section 365.179 requires each sheriff to execute a written Interlocal Agreement between all primary first response agencies within the County to establish protocols by which a PSAP (Public Safety Answering Point) will provide direct radio notice of an emergency to the on-duty personnel of a first responder agency for which the PSAP does not provide primary dispatch functions. This Agreement defines the protocols and procedures that will be used should it become necessary to broadcast emergency communications or public safety information over the primary radio dispatch channels of each first responder agency within the County.

LEGAL CONSIDERATIONS/SIGN-OFF:

Matthew Shaud, Assistant County Attorney, approved the Agreement as to form and legal sufficiency.

POLICY/REQUIREMENT FOR BOARD ACTION:

All Interlocal Agreements require approval by the Board of County Commissioners.

IMPLEMENTATION/COORDINATION:

Upon BCC approval and proper execution, Tamika L. Williams, Public Safety Business Operations Division Manager, will ensure the appropriate originals are returned for file. Andrew Hamilton, Public Safety Communications Manager, will oversee implementation of the Agreement and work in close cooperation with the Sheriff’s Office communications representative.
