RECOMMENDATION:
Recommendation Concerning Final Approval of RESTORE Act Direct Component Multi-Year Implementation Plan Amendment #1 - J. Taylor "Chips" Kirschenfeld, Director, Department of Natural Resources Management

That the Board take the following action concerning final approval of Amendment #1 to the RESTORE Act Direct Component (Pot 1) Multi-Year Implementation Plan:

A. Approve Amendment #1 to the RESTORE Act Direct Component Multi-Year Implementation Plan; and

B. Authorize staff to submit Amendment #1 to the Multi-Year Implementation Plan to the U.S. Department of Treasury for approval.
BACKGROUND:
At the November 18, 2019, Regular Board meeting, the Board approved draft Amendment #1 to the RESTORE Act Direct Component (Pot 1) Multi-Year Implementation Plan (MYIP) and authorized staff to conduct the statutorily required 45-day public comment period. The public comment period was open December 17, 2019, to February 6, 2020. Comments were accepted via the County website, email, mail, and in-person at a public workshop hosted at the Central Office Complex on January 14, 2020.
 
A total of 38 comments were received. All public comments are summarized in the Public Comment Period section of MYIP Amendment #1. Staff has taken all comments recieved under advisement. Staff submitted draft MYIP Amendment #1 to the U.S. Department of Treasury for an unofficial review to expedite the approval process. Treasury's comments were minor in nature and have been incorporated into final Amendment #1. Staff has not proposed any material modifications to the projects and recommends the Board adopt MYIP Amendment #1 as presented.

Amendment #1 to the MYIP includes a total of 11 projects consisting of eight new projects and revisions to three projects included in the initial MYIP approved by Treasury on October 20, 2017. MYIP Amendment #1 allocation totals $12,190,000.
