Recommendation Concerning the Issuance of a Purchase Order to Lux Solar on State Contract DOT-ITB-20-9034-GH, for Perdido Key Drive Pedestrian Crosswalks - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning Issuance of a Purchase Order to Lux Solar on State Contract DOT-ITB-20-9034-GH, for Perdido Key Drive Pedestrian Crosswalks:

A. Authorize the issuance of a Purchase Order, in the amount of $179,350, to Lux Solar on State Contract DOT-ITB-20-9034-GH, for Perdido Key Drive Pedestrian Crosswalks; and 

B. Authorize the County Administrator to sign the Purchase Order.

This project is located in Commission District 2.

BACKGROUND:
Meeting in regular session on November 18, 2019, the Board approved staff to proceed with safety enhancements in accordance with the Florida Highway Administration’s (FHWA) Manual on Uniform Traffic Control Devices (MUTCD) standards to the existing five pedestrian crosswalks along Perdido Key Drive near Villagio Shopping Center, Beach Access #2, Beach Access #3 at River Road, Perdido Key Community Center, and Tom Thumb at Perdido Towers, for a not-to-exceed amount of $285,000.

Approval of this Recommendation will authorize staff to issue a Purchase Order to Lux Solar on State Contract DOT-ITB-20-9034-GH, in the amount of $179,350, to install the crosswalk enhancements prior to the upcoming 2020 beach/tourist season, while also being sensitive to and compliant with protection of native plants and species and their protected habitats. Staff recommends that each of the five existing beacon-activated crosswalks on Perdido Key Drive be converted to high-emphasis pedestrian crosswalks (see attached detail) to enhance pedestrian safety and to encourage the pedestrian friendly/walkability intent of the Perdido Key Master Plan. Maintenance of traffic (MOT) and striping will be coordinated for this project under separate Contracts.
 
On November 6, 2019, Perdido Key Drive became a County-owned roadway when the Road Transfer Agreement (RTA) between Florida Department of Transportation (FDOT) and Escambia County, FL, for State Road (SR) 292 (Perdido Key Drive) from the Alabama State Line to Gongora Drive and County Road (CR) 99 (Beulah Road) from Mobile Highway (SR 10) to Isaacs Lane, was approved by the Board of County Commissioners at its regular meeting on September 5, 2019, and was signed and executed by FDOT Secretary Thibault on November 6, 2019 (see attached.)

Funding is available in Fund 353, Local Option Sales Tax (LOST IV), Cost Center 110102, District 2 Discretionary Funds, Object Code 56301.

No additional personnel are anticipated for this action.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts. Per the guidance received at the October 3, 2019, Board meeting, all purchases over $25,000 must be approved by the Board.
IMPLEMENTATION/COORDINATION:
Upon Board approval, the Engineering Department will submit a requisition for the Purchasing Office staff to prepare a Purchase Order.
