RECOMMENDATION:
Recommendation Amending the Board's Action of October 17, 2019, and December 5, 2019, on Contract PD 16-17.081, "General Paving and Drainage Pricing Agreement" - Joy Jones, P.E., Engineering Department Director

That the Board amend its action of October 17, 2019, and December 5, 2019, to increase the annual allocation from $2,000,000 to $4,000,000 on Contract PD 16-17-081, "General Paving and Drainage Pricing Agreement."

BACKGROUND:
Meeting in regular session on October 17, 2019, and December 5, 2019, the Board approved an annual allocation of $2,000,000 for Contract PD 16-17.081 "General Paving and Drainage Agreement." To date, the County has issued work orders in the amount of $1,758,488 to various vendors for Fiscal Year 2019/2020 (see attachment). The Engineering Department has other projects in the queue - Cody Lane and Johnson Avenue, Traffic Calming projects for Treahna Road, Marlane Drive, Meadowbrook Drive, Burning Tree Road, Mazurek Boulevard, Meyer Way, Old Nursery Way, Lieutenant Street, and Memphis Avenue - that will likely be eligible to utilize this Contract for construction this Fiscal Year. Therefore, the Engineering Department is requesting to adjust the yearly allocation threshold to $4,000,000.

This Recommendation will grant the Engineering Department the authority to continue to issue Purchase Orders and continue to construct projects utilizing this Contract up to the previous Board-approved (December 5, 2019) $250,000 limit established for each project.

LEGAL CONSIDERATIONS/SIGN-OFF:
The Pricing Agreement Contract was prepared/approved by the County Attorney's office.
PERSONNEL:
All work associated with implementing the Pricing Agreement Contracts will be done with in-house personnel and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II Purchases and Contracts. Per the guidance received at the October 3, 2019, Board meeting, all purchases over $25,000 must be approved by the Board.
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will utilize the Pricing Agreement for construction projects meeting the approved amount per project and meeting the yearly threshold amounts.
