RECOMMENDATION:
Recommendation Concerning Escambia County Professional Firefighters Leave Buy-Back on Behalf of Three Members - Janice P. Gilley, County Administrator

That the Board authorize the buy-back of an additional 16 hours of Annual Leave, in accordance with the included article of the Collective Bargaining Agreement between the Escambia County Board of County Commissioners and the International Association of Firefighters, Local 4131.
BACKGROUND:
Three Escambia County Professional Firefighters were notified that their request to sell 96 hours of annual leave had been reduced to 80 hours. The reason was that the Board approved the buy-back of 80 hours at the Board of County Commissioners (BCC) meeting on November 18, 2019. The Collective Bargaining Agreement (CBA) specifically allows for a maximum of 96 hours of leave that can be sold back. 
BUDGETARY IMPACT:
The cost to redeem the additional 16 hours of leave for these employees is estimated at $975.76.
LEGAL CONSIDERATIONS/SIGN-OFF:
None.
PERSONNEL:
This action will not require additional personnel.
POLICY/REQUIREMENT FOR BOARD ACTION:
Collective Bargaining Agreement states:
Article 8: Leaves
8.02 Annual Leave, 8. Annual Leave Incentive Plan:  Any collective bargaining unit member may request to sell Annual Leave for cash payment in lieu of taking time off.  An employee may sell a minimum of nine (9) hours and a maximum of ninety-six (96) hours of Annual Leave per fiscal year as long as 240 hours remain after the Annual Leave is sold.  The payout of Annual Leave shall be contingent upon the availability of funds.  The BCC shall determine by December 31 of each calendar year whether sufficient funds are available to permit the redemption of Annual Leave.  Firefighters may submit their requests for redemption of leave between January 1 and August 31 of each year.
IMPLEMENTATION/COORDINATION:
In accordance with the Collective Bargaining Agreement, Chief Harrison, Lt. Chapman and Battalion Chief Steve Boothe should be authorized to sell back 96 hours of annual leave. The remaining 16 hours will be added to a following paycheck.
