RECOMMENDATION:
Recommendation Concerning the Authorization for Tax Deed Bidding for 133 Diego Circle - Clara Long, Interim Neighborhood & Human Services Department Director
 
That the Board take the following action concerning the authorization for Tax Deed bidding for 133 Diego Circle:

A. Authorize the Neighborhood & Human Services Department Director, or designee, to be an authorized bidder for the March 2, 2020, Tax Deed sale for the purpose of acquiring 133 Diego Circle, with an open bid amount of $1,976.28; and

B. Approve a maximum bid, in the amount of $10,000.

BACKGROUND:
Tax Certificates are sold monthly through an online Tax Certificate sale for delinquent real estate taxes. If taxes remain unpaid, the certificate holder may file a Tax Deed Application with the Tax Collector's Office two years after the date of delinquency. If not redeemed, the property may be sold at a public auction conducted by the Clerk of the Circuit Court. The Property Appraiser's most recent assessment roll has the property located at 133 Diego Circle valued at less than $5,000.  

If the County becomes a successful bidder, this would assist in the Erress Boulevard and Diego Circle Blight Reduction Project to reduce slum and/or blight conditions in the Palafox Redevelopment community. This property has alot of encumberances, such as County code enforcement liens, back taxes, and/or other liens.
BUDGETARY IMPACT:
Funding for this project is available in Fund 129, 2017 CDBG, Cost Center 370231.
LEGAL CONSIDERATIONS/SIGN-OFF:
Staff will coordinate with the County Attorney's office throughout this bidding and acquisition process. 
PERSONNEL:
All work associated with this request is being done in-house and no additional staff is required.
POLICY/REQUIREMENT FOR BOARD ACTION:
Board approval is required for authorization to bid on Tax Deed Sale for property acquisition.
IMPLEMENTATION/COORDINATION:
Upon Board approval, staff will follow County guidelines for the Tax Deed Sale process.
