RECOMMENDATION:
Recommendation Concerning the Issuance of a Purchase Order to Trafficware for Gridsmart GS2 Traffic Signal Processors - Joy Jones, P.E., Engineering Department Director

That the Board take the following action concerning Issuance of a Purchase Order to Trafficware for the Escambia County Engineering Department - Transportation and Traffic Division:

A. Authorize the issuance of a Purchase Order, in the amount of $120,000, to Trafficware for the purchase of 30 Gridsmart GS-2 Traffic Signal Processors to replace the 30 existing Gridsmart GS-1 Traffic Signal Processors; and

B. Authorize the County Administrator to sign the Purchase Order.

BACKGROUND:

As Escambia County continues to grow, we must continue to expand and upgrade our traffic signalization system with more efficient and effective signalization equipment and technology to improve safety, enhance traffic flow, and minimize costs for operations and maintenance. There are 51 Gridsmart Traffic Signal Processors throughout the County - 30 Gridsmart GS-1s and 21 Gridsmart GS-2s. Gridsmart processors assist with intersection actuation, traffic data collection, and situational awareness. The Gridsmart processors actuate intersections and gather important traffic data to adjust signal timing and traffic flow strategies.

The 30 GS-1 models are essentially obsolete as parts are no longer mass-produced, which increases repair and replacement costs. Trafficware has offered to replace all the existing GS-1 models with the GS-2 models, at a cost of $4,000 per device. The regular price of a GS-2 processor is $16,550 per State Contract. Should the Board accept this offer from Trafficware, which expires at the end of February 2020, the County will realize considerable savings.

The funding for the $120,000 (30 GS-1 devices to GS-2 devices @ $4,000) is budgeted in the Transportation Trust Fund and will come from the annual reimbursement funds that Escambia County receives from FDOT for traffic signal operation and maintenance.

BUDGETARY IMPACT:
Funds are available in Fund 175, Transportation Trust Fund, Cost Center 211201, Transportation and Traffic.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the Code of Ordinances of Escambia County, FL 1999, Chapter 46, Finance, Article II Purchases and Contracts. Per the guidance received at the October 3, 2019, Board meeting, all purchases over $25,000 must be approved by the Board.
IMPLEMENTATION/COORDINATION:
Upon Board approval, the Engineering Department will work with the Purchasing Office staff to prepare a Purchase Order.
