Recommendation Concerning the Issuance of Fiscal Year 2019/2020 Purchase Orders, in Excess of $25,000, for the Engineering Department - Joy Jones, P.E., Engineering Department Director

That the Board, for Fiscal Year 2019/2020, approve the issuance of blanket and/or individual Purchase Orders, in excess of $25,000, based upon previously-awarded Contracts, Contractual Agreements, or annual requirements as provided, for the Engineering Department, as follows:

BACKGROUND:
The issuance of these Purchase Orders is necessary to ensure continuity of services traditionally provided by the Board of County Commissioners to the citizens of Escambia County for Fiscal Year 2019-2020.  

Transportation Control Systems (TCS) is an authorized vendor for multiple types of traffic signalization devices (cabinets, controllers, wireless connectivity devices, etc.), and as staff needs to replace devices due to age, condition, etc., and continues to expand the ATMS/ITS network. There is a relatively significant cost savings for staff to purchase the devices directly from TCS, as compared to purchasing through our traffic signal response and maintenance contractor, Ingram Signalization, Inc.

Last fiscal year, Escambia County expended approximately $212,740 for various traffic signal devices. With the need and benefit of having replacement stock on hand, especially for the upcoming warmer seasons, staff is requesting the Board to approve the issuance of a Purchase Order to TCS, in excess of $25,000, for an amount not-to-exceed $300,000. Staff prefers to have 2 signal cabinets, 10 controllers, 3 UPS devices, and a limited number of various other traffic signal devices in stock for replacement purposes, and the approval of this Purchase Order will allow staff to replenish the stock. 

Staff, if feasible, will replace the devices as needed (there is a cost savings compared to paying Ingram Signalization [Ingram] to replace devices), or at least will have the devices on hand to provide to Ingram (rather than having Ingram purchase the devices and charging the county a markup fee.)
BUDGETARY IMPACT:
Funds are available in Fund 175, Transportation Trust Fund, Cost Center 211201, Transportation and Traffic Operations.

POLICY/REQUIREMENT FOR BOARD ACTION:
This Recommendation is in compliance with the provisions of the Code of Ordinances of Escambia County, Florida, Chapter 46, Finance, Article II, Purchases and Contracts. Per the guidance received at the October 3, 2019, Board meeting, all purchases over $25,000 must be approved by the Board.
IMPLEMENTATION/COORDINATION:
The Engineering Department will work with the Purchasing Office staff to prepare Purchase Orders as needed.
